ALA was engaged to provide project commercial services to an extensive refit programme of the Royal Auxiliary Fleet by Cammell Laird.
This was a new sector for ALA, however we were able to combine our commercial process knowledge and experience of working in sensitive, regulated environments to provide robust commercial services to our client.
We provided a Senior Quantity Surveyor, tasked with monitoring and controlling the cost of the Electrical refit component of the works, and integrating into the existing client’s team.
Our involvement provided commercial surety in a challenging environment. We monitored all costs and sought improvements and efficiency savings.
Challenges were encountered in a shift in procurement strategy from a fixed price to a time and materials basis. With no systems in place at commencement of the project, ALA responded to the Client’s need by developing an application for payment profile, together with a sample forms upon which the Subcontractor could submit its Applications.
When inputted, our records automatically updated financial models, cash flows and summary reports, providing our client with accurate and current financial information for governance and senior management consideration.
This was the first of six near identical ships to benefit from this refit, and as far as the electrical element is concerned the first ship served for benchmarking the cost per ship of an electrical refit.
The actual costs recorded against the estimated values were used to allow the project team to accurately price future works on other ships. ALA contributed measurement, project controls and cost analysis.
With ALA’s assistance, the client were able to manage the costs and provide detailed forecasts for the future cost of refit works across the further five ships that are billed to undergo similar works.
